Joe has been pushing Ben Graham and Earth Reserve Currency for a few years now, completely ignoring the idea of Glass Steagall which was put in place in 1933 to prevent the kind of destruction of currencies going on today. Joe claims to be an economist but he never positions himself as an economist, which is to say that the economist must be concerned with the ultimate objective of economics-- which is to say increasing potential population density. To the extent Joe doesn't point to that-- as Larouche and Witzsche do-- is the extent to which he is actually serving his masters, in this case, the Queen-- who actually owns the Bank of Canada-- which funds the Canadian Treasury, which pays the salaries of employees of the Treasury Secretariat at a rate published online. Those in the employ of the Queeen are going to do the Queen's bidding.
